Your take on him is in stark contrast to mine. He was going from victim to victim, checking for pulses and calling for medical help. The shooter hadn’t been firing for some time, so turning out the lights hurt the response and didn’t help at all. I view that guy as a hero and you want him charged? I didn’t see any official medial people there, only concert goers, so helping out is what good people do.
And if they are smart, they will realize they won't survive, and will promptly drop any nefarious plans.
Notice I said "if they are smart." The stupid and/or crazy ones will proceed even after seeing how the Vegas good guys were quick, organized, and prepared to respond.
There was an account on facebook, daily mail, somewhere about two guys that “stole” a construction pickup truck. It had the keys in it. (The one guys stated he worked construction, and often the keys were left in the crappy trucks so the next shift could use it.)
They made two trips to the hospital with people stacked in the backend - estimated twenty people total. When they got back after the second trip the ambulances where there. He said there were a couple of nurses and ex-military with him and they did triage. They grabbed first aid kits out of nearby squad cars.
Being of the mindset of protection and all I can see where the cops (and my) first thought might be for the weapons in the cars. Glad that people with medical backgrounds and a heart for people were there too to think about helping the wounded.
I read of one guy, a young father, help a bunch of people escape, got them behind a car, etc. As he went to go guide another group in he was shot in the shoulder and the bullet went into his neck. A lot of blood lost, but he will be okay. Some cops came and helped him, tossed him into a pickup truck and the doctors said he almost didn’t make it from loss of blood.

In the press conference by LVPD Undersheriff Kevin McMahill, he said that LEOs entered the 32nd floor hallway of the hotel “within moments” of the Mandalay Security Officer getting shot.
McMahill said the perp had “cameras” (plural) placed outside the door and another one peering through the door peephole. It is very likely the perp saw the LEOs approaching. That was when he stopped shooting. (Based on the photo showing the congealed blood around Paddocks head and the fact no further shots were heard, I think he took his own life at that point or shortly thereafter.)
The first 911 call came in at 10:08, and the final shots were heard at 10:19. McMahill emphasized the response time by LEOs was only *11 minutes*. He sounded kind of ticked off about all the allegations that the LVPD was slow to respond.
He said the reason SWAT waited so long was because the perp had stopped all shooting at that point, and so they treated it as a barracade situation. (Presumably if the perp started shooting again they would have gone in sooner.)

I haven’t seen the video of this person - is it HIS filming of hurt people, or is it a video by someone else showing him walking around with his phone? If the later - he might have just been using the flashlight feature to check people’s injuries. Or having it on video so he can use the light.

It may have been a friend following him that was recording the events.
While he appeared young and drunk, he was genuinely trying to locate people that had been left to die. The authorities blacked out the parking lot and he was begging them to light it up and continued to search for possible live victims.
The guard argued with him. Nearly all were dead, but a few may have survived. Very tragic and gruesome video.

Nope. The soon to be arrested fool had his phone on a strap around his neck. And then when the lights went out he demanded they be turned on. And he was upset he could not film anyone. They demanded to know, who he was, he realised the jig was up, and he ran away.
Or possibly his phone was on a clip holder attached to his shirt.

I thought he was calling for help and when others said they were handling it, he moved on. But there were so many dead bodies, it was shocking to watch.
You’d hate to think people were left unattended to die, but given the circumstances, it likely happened to a few.
