The State Police were not there to make arrests. They were there to facilitate a riot. The State Police and Charlottesvile PD moved the Nazis and WS's to make it easier for the Antifa and BLM thugs to engage. That's what they were there for and that's what they did.

They broke many more laws than that one - Charlottesville became a sanctuary city for the lawless thugs of the Left but it become moot when “authorities” opt to play politics instead of enforcing the laws which protect citizens.

I believe most states have such laws. I know for a fact Minnesota does, but, it never enforces the law when the “demonstrators” are leftists.
