Yes, they were given new mission that had no relationship to their doctrinal missions and expected to perform them without a problem. Imagine your medical unit being told “you are now the division band” and being expected to play to the standard of professional musicians. And what happen when after striving to be musicians for a year, you are told, ok, take a proficiency test on your medical skills? How many folks would pass it?

And you are correct, we still have the “books” the problem is: Does anyone know where those “books” are located.

And your dead tanker example...you can’t fix stupid, I think is the answer. Unfortunately.
