It’s the job of the White House to craft what they say through their spokes people, or in this case, a letter from the president.
I believe that was not done because the entire communications team was left out of the loop that this letter was even going out. They had no time to create a narrative to back up Trump’s remark in the letter, saying three times being told that he was not a target of an investigation.
