Talk to anyone who has ever tried to do an infrastructure project in Africa. The amount of bribes required to do anything, ANYTHING, positive... is just immense. Once you start building, then materials begin to disappear... even those that have been installed. So, you hire security... who then start helping their friends to pilfer the hardware, while preventing others from getting it. When you finally finish, way over budget and way past deadline, you leave, feeling a sense of accomplishment, as you watch some people get some reliable clean water for the first time in years... only to get an email 6 weeks later informing you that the installation has been destroyed by some group who didn't want another group to have the asset.
The phrase that is used all over the continent when these thing happen... and they happen DAILY... "Africa wins again"... meaning that the land and the people will always make sure that even the best-laid plans of civilized humankind will never bear fruit.

So we borrow billions from the Chinese, to give to African "public-private partnerships" (i.e. whoever can bribe the governments in question) to buy electrical equipment from China. About the only thing missing is funneling money to the Clinton Crime Foundation.
