The Department of Natural Resources says it has no control or power to change the lawA classic example of administrative tyranny. No one knows what the law or regulation intended, or whether it is appropriately applied, BUT it IS on the books, and the enforcers will enforce it.

Show me the man, I will show you the crime. Yep. But not "man" - "person" or "individual." It has to do with jurisdictional applicability. That's why it's part of copspeak and courtspeak.
