The Department of Natural Resources says it has no control or power to change the law

A classic example of administrative tyranny. No one knows what the law or regulation intended, or whether it is appropriately applied, BUT it IS on the books, and the enforcers will enforce it.

Yep. But not "man" - "person" or "individual." It has to do with jurisdictional applicability. That's why it's part of copspeak and courtspeak.
