I think the Gateway article you reference is simply not true. No where in the video does Bret lay blame.

Baier reports that Cruz meets with the Freedom Caucus; he reports that "some on Capitol Hill" believe Cruz has undue influence on that Caucus, and he wonders if Cruz had some indirect influence.

To my ear, it made Cruz sound like a power-player.
