What does that mean?
If he was undercover --- it's almost impossible that he could have done so without telling a few lies, and misrepresenting himself.
As for legitimacy, as far as the laws of the land go, he could have been otherwise playing it straight, not being an instigator (even while being in infiltrator) and if he did shoot anyone that day -- it could possibly been a legitimate shoot.
We really don't the details of it, do we?
What we do know is there had been a fairly recent series of altercations, including one death.
And as far as I can tell anyway (from the cheap seats) it looked like things were going to continue along those lines, with potential for yet more possibly deadly outcomes on the horizon.
As an undercover agent, little mr. red boots would have been feeding intel to LE, who do have some degree of legitimate interest in the inner workings of MC's, in this instance.
Now whether or not the man will ever be deposed by defense attorneys, I cannot say. Neither can I say that if so, the man would tell the truth -- or not tell the truth, nor is there guarantee that the undercover agent would be asked the *right* questions...
But I don't automatically trust the guy, and won't, not until he provides reason for that, and then only to the extents that whatever he may have to say comports well with whatever evidences there may be, and the more general testimony of others which could confirm his 'story'.
Does that make sense to you?

But, what initially made me want to register with FR was the opportunity to engage and discusse based on good reasoning and logic and to try to get my thoughts written well. I have been able to do that, mostly, without resort to profanity or vulgarity. English is a quite good language, one finds.

Not sure if you caught it earlier, but this person may be either Barnum, or DPS officer Schwartz. I don't think there is any contention over the question of whether or not he is in law enforcement. There is contention over whether or not he was wearing Cossack garb that morning, and all that is wrapped up in that (that is, if he was wearing Cossack garb, then the Cossacks had accepted him at least as a prospect).
