Carriers need sea room to move and operate, maintain their protective bubble. I wouldn’t bring a carrier battle group within 200 miles of them. You want to tail an unarmed surface convoy you send a couple of frigates, destroyers, or even a guided missile cruiser in to show the flag with the carrier’s air power overhead. That tells them they are passing only because you allow it.
