You can spin around all you want about how you paid into the system and all that, and how everyone has incentives to engage in such taking based on the way things are set up, however you cannot ever convince me that your attitude and behavior is anything but the core feature of the essential problem itself.
Waitign for DC to get things fixed is like a wife who waits for her chronically unemployed husband to get his act together and become a good provider. irresponsible to yourself and any kids you might have.
