In other words, by law, no default. Two years ago Senator Pat Toomey introduced similar legislation. And more recently, House Financial Services chairman Jeb Hensarling renewed the campaign for that bill. But Obama and the Democrats have always opposed it. And how bizarre is it that Obama opposes the one piece of legislation that would make it impossible for him or anybody else to make Treasury-default accusations?

Nothing that happens in politics nowadays is shocking. But the answer is a lot easier and closer to hand. In the Clinton-era shutdown, voters blamed Gingrich and Clinton benefited. Obama's expecting the same thing will happen this time.
The advantage Clinton took was more of a long-term thing. That's to say, it was more that Gingrich looked like a villain to much of the public after the media got through with him than that people were blaming him during the actual shutdown. Obama's counting on a similar propaganda effect this time.
George Bush Sr., though, wasn't able to turn a government shutdown during his term to his political advantage. He didn't have the political skill and didn't have the media of the day on his side.

Your theory makes some sense, given he's threatened to veto the House's Full Faith and Credit Act, in the unlikely event it slips past Dingy Harry, majority leader of the world's scummiest Senate.
Of course, the House's Act merely repeats the 14th Amendment. But then, Barry is known to think the Constitution is flawed.
If Obama lived in Holland he would be non stop exploring every possible way to breach the dikes, he would hire minorities to build plants to manufacture drilling equipment that will only work horizontally.
He would bail out the largest water pump business there only to mandate they make it “green” thus insuring the first time they are used in an emergency they all catch fire and explode.
And then all the emergency personnel that are assigned to protect the dikes are then starved by cutting off their paychecks.
