A civilized man defers to the justice system, but when that system fails, the civilized man ensures justice directly.
I expect a large enough country like that with a relatively small population, and lots of icy fjords would provide, shall I say, “opportunities” if the family should be, shall I say “displeased.”
One can remain conscious in icy water for up to 15 minutes - just enough time to give onlookers a sense of justice, but nowhere near long enough to develop sympathy for predators who rape children.
