Why does Germany need U-Boats? Why build them at all? Who are they going to fight? We use our U-boats for placing Navy Seals in harms way. Perhaps they have similar ideas.
Smaller subs have less draft and can get the swimmers closer to shore.
If you are going to build a sub for clandestine ops you might as well put some armaments on the boat to give potential enemies something to think about.

Why does Germany need U-Boats? Why build them at all? Who are they going to fight? Countries that Germany sold the Type 209 submarine to (1971-2008): Argentina, Brazil, Chile, Columbia, Equador, Greece, India, Indonesia, South Korea, Peru, South Africa, Turkey, Venezuela.
That's only one type of submarine. They have several others they have sold to other clients such as Israel, Egypt, Italy and Portugal.
