You guys are intruding into a meeting of the Idiots Club. They don’t want to hear what you have to say. Someone who knows what they are talking about is not useful to their discussions. The more ignorant they are about things military, the more they are able to conjure up more exciting conspiracy theories.
The other problem is that increasingly around here, anyone that actually knows what they are talking about is a "government shill." Simply having knowledge makes you suspect.

Units training at Ft. Irwin (the National Training Center) rail-load their equipment for transport from home base to the NTC (Barstow, CA; junction of Interstate Highways 15 and 40), and back.
Without having seen the video, this is a plausible explanation for what is being described.

Thats not DHS thats US Marine corps equipment. Likely a deployment headed to the Yuma area for training. Theres a large contingent desert warfare area out there and they run around in circles playing war.

Lockheed Martin, AM General and Oshkosh are competeing in the EMD phase for the contract to build 60,000 JLTVs. The only JLTVs out there are TD and EMD phase prototypes. What you are calling JLTVs on that train are Oshkosh MLTVs.

Can’t tell anything from that video. This is not unusual to see train flatbeds loaded with military vehicles running to and from somewhere. One YouTube’r said, that it could be a unit going to Ft. Irwin, CA to participate in desert warfare training.

its the programing of facilities and location for a unit that was not previously assembled in that organizational sturcture on a fort.
A new unit “bed down” seems to be a term utilized when new facilities get built or allocated to that units placement on the posts operational area.

I did look at the gov-liquidation site. Vehicles are for sale - lots of larger cargo/troop carriers, pickups, etc. Humvees must be “demilled” - which in their case means cut up into scrap. :(
