Studies done after WWII pretty much proved that the third step was counterproductive. Besides being immoral, “terror bombing” tended to unite, not divide, the population.

As just one example, think of how Londoners behaved during the Blitz.

On the other hand, targeting key industries could be very effective. Albert Speer, the German Minister of Armaments, said that had the allies concentrated their bombers on Germany's ball-bearing factories, the war would have ended a year earlier.

IMHO, The One knows exactly what he is doing. Every decision, idea, proposal always goes against the betterment of this country and the betterment of Israel.
