do you have to fabricate the receiver or is it pre-bent into shape? then it's a matter of how good are you at riveting...
Looks like you still need a receiver, which is the part that needs a ATF transfer done.
Careful building your own receiver, it might make you a Gun Manufacturer.
Then, you still have to make sure your completed gun complies with 922r, so you're going to end up replacing several of those parts from the kit with US made parts.
What recourse does the buyer have if any parts are missing or damaged beyond repair?
It does not seem to be a brand new gun.

Irrelevant. The BATFE only has power via the interstate commerce clause, and if he’s not selling anything they therefore must have no power over him.
Furthermore, the entire commerce clause reads: “To regulate Commerce with foreign Nations, and among the several States, and with the Indian Tribes” which means that the regulating power of Congress upon the States is the same as that upon foreign nations... could the BATF possibly enforce its regulations upon foreign nations? No! (If it could then it would be conquered, and therefore not a foreign nation, but a territory.) So it logically cannot have the posers it claims via this clause.

I think I skip it. By the time I get a receiver I could buy one for just a bit more and save myself the trouble.
Boy I wish I had brought a second one back when they were $349, they are $599 now.
Wait until after the election. With Zero out of office, a Republican House and a Republican Senate, the fear of another Assault Weapon Ban will diminish and prices might fall again.
Then again, if an AK74 were priced in ounces of gold instead of Dollars, the prices today are a steal.

No, but bumping the thread because it sounds fun and I would love to give it a try too.
Dealing with judges is like playing Russian Roulette. Many if not most rule not based on law but on their political agenda. Until Congress grows the balls to Impeach them, my personal object is to minimize my exposure to these tyrants while going Galt.
Dumb question for this audience but do kits like this required FFL shipment or can they be direct shipped? What is the line where kits can be direct shipped? (certain class, completion, if it is de-milled, etc?)
