I think lots of it goes back to the threats (never really published) to the academia (including all USA broadcast services, and a few Canadian ones as well).. and the most we get from this info is coming from Canada (which also got threats.. but have been the leading news from this info).
My personal opinion, I think it went far beyond the threat of FCC license... I will hold that in for now, but I am sure that many here know exactly what I am talking about (goes back to the Clinton admin)..

The Gop leadership agreed to the Super committee on debt, when they didn't need to. My understanding, if the panel cannot come to an agreement by Thanksgiving, military is slashed. They are meeting in secret.
The options will be tax increases or military cuts. Neither would ever be approved without cloaking it in a gimmick.

Both the civil servants and the lobbyists.
My choice would be somewhere in say Kansas, Nebraska or in that vicinity...near the geographic center of the country and away from the inbred media, Wall Street, and the leaches like lobbyists and PACs. With the money we would save just from stopping ridicules spending brought on by these groups we could easily build a functioning city. DC could remain the center of our state department due to the number of embassies and closeness to NYC, the Supreme court could stay there and perhaps the Whitehouse but getting the Congress out of DC is imperitive.
