The 9-9-9 is a first stage to the Fair Tax according the Cain. It is required because it is quick, the FairTax requires a repeal of the 16th amendment and that will take a while, but he will get that done too.

Actually, the tax burden is shared between the producer and the consumer depending on the elasticity of demand. The more inelastic the demand for the good (i.e., the more “vertical” the demand curve), the more that is paid by the consumer. The sales tax (or Fair Tax) concept is a good idea because everyone has to pay to the extent they are a consumer. As it is now, 50% pay no federal income taxes. To that extent, I don't think they should have a vote...they have nothing “in the game”. A 9% income tax on personal income, with no deductions, would likely collect more tax revenue that is currently collected. (See the Laffer Curve.) I can embrace these taxes over what we have now.
