I believe what she was trying to say is that for those that negotiated those pensions, they will not be taken away, but the next round of negotiations will not be as generous. Gov. Walker said so and that's what his legislation was about: Public unions in Wisconsin can no longer bargain for benefits and their raises will not exceed the inflationary index.
It's no different than when Pres. Bush wanted to give young people the ability to invest their SS funds into 401(k)s. People in their 50s would continue with the old SS system of benefits.
