You didn't get it right and he didn't get it right because the quote is rightly attributed to former comedienne Tina Fey, who famously said "I can see Russia from my house" while caricaturing Palin, who never said that herself.
Palin's actual quote is: "They're our next-door neighbors and you can actually see Russia from land here in Alaska ... from an island in Alaska."

One of the big issues in foreign affairs is the complexity and pitfalls of intercultural communication (I know, Captain Obvious strikes again), and what may seek like mocking to us may in fact have been preemptive clearing of some “standard objections” to Palin created by our media.
I felt what you felt, but I analyzed it differently. If I were invited to speak to such a group, I would not appreciate being reminded of notable smears and purported gaffes held against me. But I really think the speaker was not actively trying to insult her, but simply trying to acknowledge these things are out there, on some people’s minds, and in effect was using them to give her a chance to get some separation between herself and the American media.
As for the sexist remarks, well, yes, by our standards they absolutely were sexist. For example, if Romney looked like McCain, would he have anywhere near the traction he does? I doubt it.
But Indian culture isn’t PC on gender, and there is a widely distributed and deeply ingrained perception of women as inherently belonging to a lower social stratum, making an exceptional woman even more exceptional than an exceptional man (BTW, I will brook no dispute on this last point as I know the truth of it from direct experience, and it is also confirmed objectively by the disproportionate number of unborn female children who fall victim to abortion in India). In that context, the speaker may not have been aware of just how sexist his remarks sounded to an American audience.
So, overall, I’m saying this is just an awkward moment in intercultural communication, which, although she clearly winced at some of the comments as she listened, she handled with charm and grace when it was her turn at the podium. IMHO, insult or not, her foreign affairs creds just got a serious boost.
We practice real diversity at FR, not the Politically Correct version promoted by those with a Liberal mindset.
And while they did’nt fall down in adoration there; she was treated better than if it were Charlie Gibson or some nbc flack. And there were some “unscripted” moments there too that were handled well.
In case you failed to notice, He was speaking to an Indian audience. No - not the Indian from the Southwest or your local casino - the REAL Indians from the country of India.

They would not invite someone all the way to India to keynote the close of the conference to insult and mock.

I watched both the intro and her presentation. I would say the intro was a little more folksy then I would have expected but not having seen any of the other of them I have no way to compare. There was nothing insulting that I noticed.
Her presentation on the subject matter was very well done.

All these things are targeted to make her look non presidential if you don't see it then so be it. Go watch how they introduced Al Gore a flat out liar scam artist or Bill and Hillary they treated them with the up most respect and made them look like royalty. Reason being all three are globalists and socialists.
The world governments are looking to take down America's sovereignty and people like Palin stand in their way which is why this socialist demeaned her and is why they invited her in the first place. She did a masterful job in rising above it all, presenting herself as a statesman for liberty and spoke directly to each individual and told them that they are the key to a nations success not bloated centralized government and global bureaucracies.

I would say it was belittling or dismissive in tone, as if he were praising the proverbial dancing dog ( It doesn't matter if it can do it well, the great thing is that it can do it at all. )
He really tipped his hand when, in the midst of his recitation of her biographical trivia, he referred to Obama as speaking in the words of a prophet. Badump.
