Forgive me, I was 6 when this went down, but what did FOPA screw up for us pro-2A folks? I’m admittedly under-researched on law preceding the 94 Assault Rifle Ban.
It banned the transfer of any full auto firearms made after the FOPA was enacted. That’s why a legal, transferable M16A1 costs $12,000 and a regular AR-15 costs $900.
FOPA was a good law. William Hughes introduced an amendment known today as the Hughes Amendment that essentially banned the possession of machine guns manufactured after the date of enactment (May 19, 1986). This amendment DID NOT PASS out of committee. A voice vote was called which Charlie Rangel called for the ayes (to pass) though it’s obvious that the nay’s had it. A roll call vote was ordered where the nays won by a huge margin. Rangel passed it out anyway.

This makes it illegal to make, modify, or transfer a "machine gun" without Federal approval. The registry is closed to any new machine guns produced after May 19, 1986.
This not only violates the Second Amendment (via Article 6 para graph 2), but it also violates Title 18, Section 241 and 242. Deprivation of Civil Rights under Color of Law and Conspiracy to commit the same. It was never passed into law to begin with.
Everyone falsely prosecuted, or killed, because of this arbitrary farce can be laid directly at Rangel's feet.

The House of Representatives sets and votes on its own rules.
When the larger House votes by a majority, the bill has passed. Period.
The Senate had an opportunity to amend it. Reagan had an opportunity to veto it.
The current house can amend or revisit that law at any time.

It does not have to go through any committee, Dead.
Any bill that is voted on on the floor is “de novo.” It does not matter what the committee status is if there are no objections to bring it out for a vote.
Any congressman can object, if he wanted to, to recommit the bill if any one of them thought it needed further consideration.....INCLUDING THE COMMITTEE MEMBERS YOU HEAR SAYING “NAY.”
It passed. It is law. PERIOD.
Why not bring it up again in this congress and amend it?
Roberts Rules of Order which were the rules of the time and still are were violated. Congress has a duty and obligation to address this.
Given that there are literally hundreds of people that have lost their freedom and Rights as well as Lord knows how many have been killed because of this... well, it must be addressed.
It was voted down by the recorded vote. Rangel changed that and used HIS interpretation of the voice vote to pass it.
That isn't just a violation of House rules, it's criminal.
