I’ve always said that if there were another civil war it would be flyover country against the cities and all you have to do is contain the cities.
The coastal cities might fare a little better due to the problems associated with imposing a naval blockade. I don’t think it would take more than a few weeks for the inland cities to “get their heads right”.
By eliminating all the overhead (bureaucracy) associated with welfare at the local, state, and federal levels, the idea might actually be cost effective.

I remember when the C-P strategy first came out, during the Cold War. Barrons had an article about a meeting of liberals who seized on that plan as a way to “bring down America so we could rebuild it in the Socialist manner”. They were quite open about it.
I wondered about the sanity of these people and wrote them, asking if they thought the USSR or any other enemy would idly stand by and watch while we imploded. Never got an answer but never expected one.
