He is until he is removed or defeated at the polls.
A local doctor was found to not have a medical license. He never went to medical school. Was he a “Doctor” up until the time he was finally caught and punished? Was he allowed to continue his practice until he was taken to court,NO. Pretending to be someone you are not eligibile to be, does not make you that person. obama can pretend to be the President, but he can never actually be the President. And much like the Doctor,there is nothing legal about anything he did while “playing” President..
