I actually saw one floating face down over there once as we were traveling. Asked the van driver about it. Said he'd prolly float to the Med. If you dragged him out you would have to find out who he was, what happened to him, etc. He said maybe it's something you (the police) best not get involved in.
He gave excellent advice. Many Americans don’t realize those countries don’t have police and legal systems like we have. My son spent over two years in Germany in the Army and what traveling he did he was very careful with the policia.
