A lot of the military branch schools train foreign officers, but only the Germans have that base in Texas, which is much like a consulate, officially German territory, not only because it is staffed by Germans year around, but because it is about the only place they can train, so they are constantly traveling to and from Germany.

Even members of the Iraqi AF have been getting training in Alabama, which only made the news because an Iraqi Colonel decided he and his family liked it better here than in Iraq, and took off.

When the US Army Chemical Corps was at Ft. McClellan, Alabama, it conducted training that was so important, but so specialized, in NBC defense, that at times there were officers from dozens of other countries milling around between classes.
