I think you are right on both counts. Qatar is one of the few countries over there which actually is friendly to us.
As I understand it, if they stand firm that he has immunity, they may have to let him go. It does seem there could be exceptions but I have heard there aren’t.
I have a Nephew who is a JAG Colonel. I think I will email him and ask about it.
