There's a reason for the prohibition. You can find plenty of partial amputees who were somewhat less than careful in their celebrations.
It's also prohibited to fire guns into the air, though it is common. Unfortunately, there's also usually a fatality or two - what goes up, will come down ...

Gosh, are you there right now? My 2nd question is: were you able to DRIVE in Metro manila because I CANT. I almost had heart attacks and the way they drove in the streets (even going THRU red lights is normal), evading cars at 90 mph within inches...I’m not even 30, but I swore I saw my life flash before my eyes LOL
Believe it or not, I felt safer riding the LRT (elevated train thru EDSA) than driving.

A word of advice: Don't Go To India.
Yes, Manila traffic was as bad as I've ever seen it. Construction has that sort of effect on ground traffic. Traffic lights are generally to be ignored because they don't work. President Gloria appears determined to leave a legacy (beyond the obvious nepotism of a daughter of a former president and corruption as usual) and my best guess is that she is attempting to displace Marcos as The Builder of Philippine infrastructure. I saw an awful lot of working traffic lights without the usual traffic cop directing traffic by hand.
Not to scare you or anything, but you do know that all buses are surplus from Japan. Most do not have working speedometers and lord only knows the last time any of them had their brakes or tires inspected ... Right? (:-))
Filipinos at least follow US conventions that the pedestrian has right of way. It works better than what I've seen so far in Bangalore where right of way goes to the vehicle that gets there first.
Yes, I was aware of one kind of bus without windows and from what my relatives told me: those were even used during World war 2. The good part is that I could (even when riding the jeepney) easily call a cigarette boy for some smokes :) Gosh, I miss san Miguel beer and eating pares’, fishballs and taho.
