I saw Lazio on TV (Cavuto on Fox News I think). He's definitely running against Gillibrand. Are you sure about that? Last I heard, Lazio was definitely running for Gov (a specious quest on his part) and had ruled out a run vs Gillibrand (which he could win) ... might be wrong, but that's the latest that I'd heard
