Now, don’t get your back up about the spelling of the state name. Nothing has changed. The reason for the apostrophe is more for pronunciation accuracy than anything else. When spelled without the apostrophe, many would say something that sounds like ha-why. The correct pronunciation is closer to ha-wa-i-i, therefore the apostrophe is inserted. Before moving here to the Big Island, I knew nothing of this.
Since then, I have also heard our Gov.Lingle (from So. Cal) go out of her way to use the true Hawaiian pronunciation which is pronouncing the letter “w” as “V”...and sounds funny when pronounced slowly, but correct at normal speed.
I hope this has helped and not muddied the water so to speak. Mahalo (thanks)

We MUST get our hands on Hawaii Administrative Rules, Chapter 117 (Title 11) of the Vital Statistics, Registration & Records Office. It will tell us what the office procedures, policies, definitions, etc for the birth certificate program.

Alvin Onaka has been working on the conversion from the old Public Health Regulations Chapters 8, 8A, and 8B of the Administrative Rules for MORE THAN A YEAR.

The rules are not online, AFAICT, since June 2007. No luck finding it in archives. We REALLY need to find (or request from the office via FOIA) this document -- it will answer a lot of questions...
