So there are no real rules, only protocol, and anybody can ignore that if they so wish. At the risk of getting their butt kicked.
I don't surf, but spend a LOT of time on the ocean, like nighttime surf fishing. There are many activities that don't have written rules, but protocol that should only be ignored at ones own peril.
