Who sets these CAFE standards and what scientific basis is used to arrive at the 35.5 mpg figure? Why not make it 50 mpg or whatever mileage turns them on?

Not just SUVs. I'm looking at any vehicle that doesn't meet the new standards will be vulnerable.
My question is if everyone is working as a volunteer as Obama recommends then how will they afford one of these more expensive cars?

I think the DOT calculates that for every mile increase in the CAFE standard translates into 2,500 additional fatalities per year.
