If he was reaching his arms would be outstretched. His arms are bent at 90 degree angles at his sides. Who keeps their arms bent at 90 degrees and bends over to shake hands?

I think they're implying that Obama likes the two-hand clasp -- that is, Obama shakes your hand, and then puts his other hand over the shaken hand, usually as a sign of dominance. He either double-shakes, or he puts his other hand on the other person's free arm while shaking hands.
It's a power thing, but you kinda give up the power aspect when bowing during it.
