I don't think it's suspicious or nefarious at all: it's clear that the nation was quickly becoming "Over-Obama-ized," and that they had to get him out of the news. Second, it's clear that every time he opens his mouth, he says something really stupid.
So this is total damage control, to get him out of the public eye, to limit the exposure of his uncontrolled speeches, and to play "prevent defense" until the election.

I betcha he’s also spending time strategizing and memorizing his lines. He just cannot speak off the cuff so I’m really looking forward to the debates—unless they get the questions beforehand.
