Are you saying you don't want cities to have the choice, or are you saying they should choose -- but only if they choose your way?
(By the way, for the first 150 years of this country, the Bill of Rights only applied to the federal government -- states could, and did, establish their own state-funded religions, stifled speech, shut down newspapers, and used evidence obtained in warrantless searches.)
