Trust me, DUmmies are running Immigration & Naturalization (called something else now, I forget what).
I used to see it first-hand and up-close all the time.
P-J Comix has my sympathy.
What gets me is that while I was there, I took the examination to become something else in Immigration & Naturalization. A woman and I both scored perfectly--100%--on the four-hour examination; about 600 (from Nebraska, Iowa, Missouri, Kansas) others took the same test, and none of them ever came even close.
Neither of us two were offered an interview.....at the same time people who had scored 71% or 65% or even as low as 54%, were interviewed, and promoted.
To this day, I don't know why, but I suspect it's because being a governmental bureaucracy, they wanted talkers, not doers.

I'm sure of it. At first I thought maybe the government woman was puritanical and that was the reason she was offended by the pics. Then later I thought maybe it had to do with a feminist objection to seeing a pregnant woman wearing sexy (GASP!) clothes at her baby shower. Or maybe the Devil really did possess her soul at that point.
Perhaps I could show up at some of these DUmmie rallies and freak them out with my bazooka, Hummer, whatever, camera! ;-)

When I blew up the pic before I missed (overlooked) that little red stripe below the shutter, which matches what you found. And the only Nikon 35mm film camera with that red stripe is the Pro Model F6. But the F6 viewfinder has a different profile, so that can't be it. And I was focusing (no pun) my attention on the guys left hand position, lens type and lens hood (making it as Nikon was pretty easy).
Oh well, that's what I get for being a 35mm film Luddite :-)

Ohmigosh..I was thinking the same thing. I'd love to go searching for clues with him. Those people over there are probably jealous!! NoSheep probably couldn't land a guy like that if her life depended on it and her little pal in red probably felt threatened by Mr. Cameraman's and his friend's masculinity.
