No, it's a Republican agreement. The Democrats have refused to make a similar agreement. And I disagree with your evaluation of DeLay.

Thanx - I had thought it was a House rule. Since DeLay is still a powerful congressman, I hope you're right and not me. I've always considered him a slime since I saw the video of him telling Samoan slave owners they represented everything that was good and right in America. To me it was like seeing the photos of Jane Fonda cavorting in North Vietnam. Some things I just don't EVER forgive.

Howls die down. They shouldn't have chickened out.
Every time they do, it makes it harder next time, because it gets like Pavlov's dog. If the leftists get fed every time they howl, then naturally they will howl louder and louder. It's a mistake to appease a yellow dog, an Arab, or a Democrat.
