He could not have been given a dishonorable discharge without a courts martial.
However, I supsect that for officers an admin discharge for an naval officer Under other than honorable conditions warrents the same as an enlisted person. Here is what the UCMJ says about enlisted folks:
Under Other Than Honorable Conditions. OTH Discharges are warranted when the reason for separation is based upon a pattern of behavior that constitutes a significant departure from the conduct expected of members of the Military Services, or when the reason for separation is based upon one or more acts or omissions that constitute a significant departure from the conduct expected of members of the Military Services. Examples of factors that may be considered include the use of force or violence to produce serious bodily injury or death, abuse of a special position of trust, disregard by a superior of customary superior-subordinate relationships, acts or omissions that endanger the security of the United States or the health and welfare of other members of the Military Services, and deliberate acts or omissions that seriously endanger the health and safety of other persons.
Persons awarded an OTH characterization of service: are not entitled to retain their uniforms or wear them home (although they may be furnished civilian clothing at a cost of not more than $50); must accept transportation in kind to their homes; are subject to recoupment of any reenlistment bonus they may have received; are not eligible for notice of discharge to employers (which may affect unemployment benefits); and, do not receive mileage fees from the place of discharge to their home of record.
Here is the naval regulations. Have not had time to look over them yet.

At least Bush recieved an honorable discharge. Kerry may have had to forfit all of his medals. But is that before or after he threw them away? And were they ribons or medals? And were they really interchangable?

There are a lot of people out here who wont believe it unless Peter Jennings, Tom Brokaw and Dan Rather say its so.

They did not want to cover rathergate either. The blogs forced them to. If enough Americans want to know the truth, it will get told.
They miss the point. If lied about his discharge (it was not honorable) then everything else is a lie, the swifites were right, he's not fit to led, blah blah blah whole nine yards.
This kills kerry. They do not think it is important because liberals do not know the extent of devotion that middle america has for it's military. It escapes them. "Bad Discharge? NO big whoop. Carter fixed it!" I do not think that Carter saying it's all better, makes it all better. Not to vets, not to America.
Plus, he tried to hide it. BIG MISTAKE. HUGE
Some reporter has to ask him point blank if he had an OTH discharge.
And if he lies and says no, then he should be made to explain this form. I mean the story is as logical as can be. If he had an Honorable, there is no reason at all for this issue to be raised. Theres no reson to revisit it, and theres no reason to re-issue his medals. He's caught finally and he should have to explain this. I have absolutley no doubt that he cannot explain this without addmitting that he had an OTH discharge.
