He doesn't need to ---- 80% of the children in Houston's schools are on the free breakfast and lunch program. Imagine so many parents --- 80% --- unable or unwilling to feed their children. 80% on the government's food plan. That's not prosperity.
Do you state as a fact that the Mexican government would be cramming this guest worker plan through if they thought it wasn't? No way does Vicente Fox believe it will control immigration in any way or that immigration wouldn't be greatly increased --- don't forget he just had a million and a half little how-to booklets printed up encouraging that much more.
Also --- don't forget how jubilient Vicente Fox became hearing the announcement of "Bush's" plan (Fox's plan?) --- he began jumping up and down with joy --- high-fiving his fellow elites --- shouting "we're going for more!! we're going for more!!".

That's because Ohio is a rust belt state. It has nothing to do with illegal immigrants or the weather. It has to do with your state's anti-business climate fueled by politicians who are kept in office by labor union bosses who don't care about the general economy. Their only goal is to get the highest wages for their union members.
Come look at a non-union state with a high immigrant labor force such as Texas and you will see real prosperity.
Labor is an asset, not a liability. But in Ohio the labor unions are prohibiting you from attracting new companies to take advantage of your work ready labor force.

If Ohio would educate those young immigrants to become work force ready and then give companies tax abatements to relocate to Ohio you could get a job in management with one of those companies. Oh, I forgot. Ohio is a union state where companies are considered evil greedy capitalist exploiters of the working man.
Don't blame Bush because your state is hostile to employers. No employers = no employees. DUH!

Ok maybe this is a stretch and a bit far fetched, but do you think it's possible that he's using some strategery - -Vicente Fox is pushing Bush, Bush agrees because of oil, gas, whatever, But, Bush knows it doesn't have a chance in h*ll of getting through congress. He can go back to Fox and say, geez Vinnie, I tried, but my hands are tied 'cause even my own party in Congress won't back me on this one.
What are the land acquisition costs. Will you be using eminent domain? Poor ole rancher won't be able to get his livestock down to the river.

But what you failed to mention is that those fences are patrolled on both sides by the Israeli Army, which I hope to never have to see in America.
A fence can't stop 100% from crossing, much less stop immigrants from entering by air and sea. We already stop at least 33% (probably more like 60%) of the border jumpers without billions in ineffective fences and our military being deployed on American soil just to keep racists, xenophobes, union thugs, and chronic unemployables from whining.
Amnesties for illegal aliens has always been Bush's priority, from the time he entered office. Only the 9/11 disaster slowed him down. What Americans want on this issue is not even on his top 100 list of priorities.
Bush is doing what thinks is best for America. If it also pleases Fox that is just a coincidence.
We need more immigrant workers. We are dependent upon the ones we have now. Reforms are needed.
Then we would need them from many countries --- Haiti, Uganda, Poland, etc etc etc --- but this guest worker plan is designed for just one country --- the country whose president writes comic books encouraging his citizens to break our laws.
Sure!!! Houston's schools have 80% of the kids being fed by the government. 80% on free breakfast and lunch programs --- that's REAL prosperity isn't it!! Only 20% have parents who can feed them?
