Trump must assure that every speech is recorded and compared with what is actually broadcast.

That statement says that Trump made an explicit call for violence and then the BBC doctored the speech to be even MORE explicit. That’s what is SAYS, not “implies”. I can read and understand English. This urinalist, whose job requires he does, obviously failed. Maybe his editor.
