Only if she used the house as a primary or secondary residence, in which case, she cannot be charged with mortgage fraud.
My wife and I own two two story houses on one lot. We occupied one and had tenants in the other. We refinanced to a very favorable rate in 2022. In 2023 it was becoming apparent that my wife could no longer handle the stairs. Our younger son and his wife purchased a ranch style home and moved us into it as caretakers. We rented our former unit to extended family members of our tenants. We reported our change of address for billing and so forth to the bank holding the mortgage.
The bank has not asked for any modification in our rate or any explanation. Are we cheating?

Raising this issue for high profile people raises the standard for ALL of us. You can bet all of Trumps staff and most Republicans are correcting this issue. The liberals will continue to ignore the issue until caught.
Having said that, read you loan agreement. There are always exceptions to the general rule. Maybe one for health reasons or age reasons.
