One win is the funding is not accompanied by direction on how to spend it. Normal funding bills say spend x on this program and y on that program. The continuing resolution does not do that. I would use that to build the big glorious border wall. For example, let’s say the EPA gets $3 billion. I could make an argument that $1 billion will be used to reduce littering on the southern border by building a wall so migrants don’t dump trash.
