Perhaps not, if you broaden the context of rejection of another race and its culture.

Never forget that considering Gentiles as dogs was the overwhelming broad attitude among Jews for centuries under Moses' Law before Jesus' time, and still is for the more orthodox Jews. Example (figuratively spoken) from the Bible (and there are lots more in it):

Mark 7:25-30 (AV):

²⁵For a certain woman, whose young daughter had an unclean spirit, heard of him, and came and fell at his feet: 
²⁶The woman was a Greek, a Syrophenician by nation; and she besought him that he would cast forth the devil out of her daughter.

Let the children first be filled: for it is not meet to take the children's bread, and to cast it unto the dogs.

A Jew is that by race, which is counted as gained, not from one's father, but from one's mother (in Paul's time, his disciple Timothy); nor from preferring the Mosaic code as one's religion, which atheistic communist-leaning Jews do not. But even to them, a Gentile is "goy" (generally), or "sheigetz" (male), or "shikse" (female), all of which distinguish the racial separation, and in context might be considered disparaging. When really intent, the more demeaning comparison is with pigs, that they will not touch, let alone eat of.

So be careful about whose license is to be taken away, and for what cause.
