It’s really up to Congress to get budgeting under control.
For each major part of the government [departments, Congress, President]:
a. a standard function budget bill,
b. a continuing projects funding bill,
c. a new projects funding bill.
Then a death bill effective at the start of the fiscal year:
Anything not funded by the bills above shall no longer be funded.
It’s really the responsibility of department career professionals to state their needs and desires to Congress in writing and then let Congress decide.
Any part of the government not mentioned in a Fiscal Year 2026 funding bill is terminated at close of business September 30th, 2025.
The following are terminated with immediate effect...
