"As close as humanly possible" would include somebody who has a 0% conservative rating with all other aspects being equal. A person with a 100% conservative rating would be further away.
If true, it would be former governor David Paterson. Paterson was at war with the illegal surveillance machine in New York starting from his first press conference after to of them waltzed into his office and tried to blackmail him, and he was ultimately driven from office by them.
US domestic surveillance is far worse than anything you are capable of imagining. Modeled on the Stasi, it is brutal, as it rolls in the shadows. I have literal thermal imaging footage of my chest exploding in heat as the US domestic surveillance machine microwaved me with a laser as I slept, to try to get me to dump my website.

Paterson is a better choice than any Republican, IMO. The surveillance is the big threat we face, even if nobody knows it yet.
