I'm skeptical that they can. Recently though, they voted out that grim reaper female mayor. They had a choice of a Republican who would crack down on crime, or a Democrat who would continue the status quo. They voted for status quo.

Now, on the other hand, they are seeing how many millions of dollars are being spent on illegal aliens. The Chicago residents are offended because they believe that those millions of dollars belong to THEM, and they are outraged that another minority should be getting the money.

Your question still remains though. Do they have enough anger to vote for a non-Democrat? I still don't think so. I think their default is rioting and burning.
