Democrat and Republican politicians operate with different priorities.
Democrats want power and will do anything to get and keep it, even if it’s bad for everyone but them. Next is personal wealth which comes with power. They have no concern for what is good for the country or it’s citizens.
Republicans want personal wealth, but most have some limits as to how far they’ll go to obtain that wealth. Once they get what they want, some actually have concern for the country, because they live in that country. In this way, they’re brighter then Dems, but not nearly as cunning.
Wrong, its because the black culture is inferior, and it breeds/festers in urban settings. I could go on and on how it is fueled, but I'll just leave it at that.
Take NYC under guys like DA Alvin Bragg. He refuses to enforce the law when crimes are committed by blacks because he sees the City's black criminals as mere victims of guys like Donald Trump (and you and me).

Add to that the stubborn survival of Nazi era racism among a small portion of the white population and the problem becomes intractable. Slavery and Jim Crow are long gone, but unfortunately there is a lingering appeal of "master race" ideology among ignorant Americans.
It’s actually worse than the 6%/50% statistics suggest, because the young black males responsible for most of that crime are concentrated in a few cities, so it’s probably more like 2%/40%. The execution of these offenders, besides seriously reducing crime, would also reduce the out-of-wedlock birth problem.

This is mainly a reaction to constant demonization of white people in our society for the last 30 years or so. If the government, schools, media, Hollywood, etc, would stop doing that, then the racists wouldn’t find it so easy to recruit disgruntled white people.
Blax smell fear in whites. Blax know they can intimidate whites simply with the word “racist!” Until whites ignore that threat, we’ll continue to treat blax like retarded adult children (who are never accountable for their actions).
Black culture is diverse.
Make blacks have a very good culture. Others have a very bad culture.
The term ‘rotten apples’ comes to mind.
A big problem is the breakup of black family life and the lack of fathers physically present to keep their young boys in line. The welfare system is largely responsible for destabilizing black family life.
The welfare system needs reforms, such as assuming for payout purposes that there is a second adult with a $30,000/year income when there is not one officially declared and physically present (with say 24 months of exceptions so mothers don’t have to pair up or stay with a bad man).
Another problem is cultural poisoning, such as abusive song lyrics (which should not be given copyright protection).
Most of the blacks you meet in real life are good people.
Most of the blacks in media have undesirable characteristics.
Too many of them. Not enough jail space. Find a place where they are out of sight, out of mind. More room in the jails.
I’d offer them farmland in Siberia. The Chicoms would never think of invading.

There is also the problem that leftist judges have made big cities impossible to govern well. This has a very strong negative impact on blacks.
They are making big cities impossible to govern on purpose.
Create chaos and crisis. Then the feds will come in to restore order. Their form of order.

It is possible to have penalty time rooms where offenders could have to stay for say 100 hours total within 30 days for say a shoplifting incident, or spend eight hours in jail for every hour they don’t, with hours spent in the 168 hours after arrest counting double, hours spent in the second week counting 150 percent, etc.
This system would cut costs by removing the need for most trials, public defenders and jail medical care. It would also allow offenders to retain their legitimate jobs.

While I do agree with Sowell that Africa has been stunted because of its geography hundreds of years ago it does not explain why it is so backward today with modern technology. Even after being exposed to the wheel Africans didn’t use it. After years of colonialism the Africans were left with modern technology all ready to go. They destroyed it. In a few short years after the ending of apartheid South Africa reverted back to its African roots of misery and poverty. The European settlers turned parts of Africa in to fertile farms and ranches that fed the continent. The Africans destroyed it all and are starving. Africa is Africa, because of Africans.
I always wondered if the geography of Europe gave rise to a certain trade advantage.
