As we need to go back to paper ballots filled in by each voter, we need to return to hard bound books as each voter signs in.
It is more difficult for corrupt poll workers to forge someone’s name in a poll book.

Texas has a dual system of electronic and paper ballots. You make your choices on an electronic ballot and then print a paper ballot. Then you take your paper ballot to a scanner where your ballot is scanned and your vote recorded. Each paper ballot is signed by the presiding judge prior to being given to a voter. After scanning, the ballot drops into a locked and sealed box. The box can only be opened by the presiding judge and the alternate judge, each with their own set of keys that are not identical. The judges are from two different political parties. This system allows for rapid vote counting and an audit trail of scanned ballots. The electronic voting machines are not connected to the internet nor are they wifi capable. It’s pretty hard to cheat.

This was the entire point of the electronic poll pads. Create or delete voters on the fly as needed. Yes they are connected to the internet. I asked at my polling station and they told me yes they are.
When my wife was at the northernmost polling place in Travis county on election day she heard someone ask apoll worker “why were the police here”, and the reply was “someone drove up and requested curbside assistance to vote, then they drove off with the (iPad).”.
When I voted I was appalled that the signature from myself as voter and the poll worker / witness to my ID was one you do with a finger on an iPad - totally useless for signature comparison. They could at least use an apple pencil and get a legible signature.

Maybe my county is different, but there is no sign in iPad. The iPad is to check if the voter is registered in the county and precinct. It’s useful for long lines on election day, where a voter may not be sure about his precinct or voting locations. Signatures are done on paper after the voter is qualified as registered, voting in the right location, and not having voted previously in the current election.
Mail in ballots bypass all of that.
