Reportedly, the Iranian Shaheed drones are vulnerable to Electronic Counter Measures, like jammers, and some such systems are already on the way.
They would have a tiny cost per shot, relative to the $20K cost of those drones.

I believe the GLONASS modification improves navigation accuracy and makes them less vulnerable to jamming. So, the jamming systems may need some tweaking.

I believe that every security officer at every electric substation should be issued an AK-47 and trained in that firearm. I also believe that 50 Cal machine guns (informally, "Ma Deuce" ) mounted on trucks would be an excellent weapon to use against the drones.
The SEAD tactic suggestion makes sense of it. The war criminal now in charge of Russian forces will at least attempt the same strategy as he did in Syria, with massive bombing raids against cities. That’s where the anti-aircraft systems will be used.
The Iranian drones fly low and slow, and have a very good range, but are reportedly fired five at a time to each target, as the attrition is very high. They’re cheap, but Iran has its own problems at home.
Ukraine’s gone onto timed blackouts (voluntary shutdowns) since the Russian attacks have knocked out about 30 percent of electrical power in the country. I think we’re about to see an Antwerp Offensive -style spearhead ground attack by the Russians, and I think the Ukrainians know it’s coming and are getting set up for it. It’s unlikely that it can be sustained, but it’s going to be a scary and bloody mess, and lead to a final collapse of Russian forces in Ukraine.
