Government agencies store files on servers. Servers might crash, but hard drives are in RAID arrays where the data is simultaneously written across multiple drives. IF the controller or OS were corrupted or if the file were "mistakenly" deleted, backups of any file that was on the drive at the end of the shift would be on one or more backups, depending on whether fulls (less common) or incrementals (most common) were being employed. Depending on the server and local policy, that backup would be present for two weeks to seven years or more. Government agencies tend to hold data for longer periods of time for statutory and policy reasons. Government agencies are also more likely to use tape, which is less convenient but less likely to be corrupted when it is stored in a robot or off-site.
Any story of a government agency larger than the Mayberry sheriif's department "losing" data due to a crash smells like cow manure, That goes for hospitals that like to "lose data" as well.

Exactly. “Hard drive crash” gave me a laugh. Replace the crashed drive and bring it back into the RAID array by doing a re-sync from parity. Depending on the size...should take no more than a few hours.

Having helped set up new manufacturing facilities and hiring and training people, I can attest that hiring even a few hundred new people and getting to the point they can do a job is really difficult. Now, imagine you’re doing that in DC. Now throw a whole bunch of extras on like being EGBT compliant with diversity training and the whole liberal bible. They’ll be lucky to hire and train a few thousand people and it will be years before they are bringing in any additional money. Hopefully, a new administration will cancel the whole thing.

Advice to those getting hired as part of the new 87,000 IRS...
Don’t get too comfy on that job, and in fact, don’t take any of those jobs...
because...
if a republican congress and a republican president do come into power in the next two years, most or all of those positions will be gone. At best, they’ll be temporary positions, enough to gain experience to work in the private sector as tax advisers. But, don’t even bother with any new IRS jobs.
