Turns out the caller used a VPN and a voice distorter. The police would not trace the phone.

There is no ‘tracing’ a call like the movies. The ‘sender’ is known to the network before the call ever completes.

We still called that a trace even if it was only keyclicks on the keyboard at the digital switch.

If we had a working FBI and DOJ they would handle this since this is a felony under federal law. I will hold my breath now waiting for them to do the right thing.

Not uncommon. I was referring to what ‘the general public’ sees in movies, where the good guys try to find the bad guy and they show a global map of packets routing to ten places globally before finally cracking the good guy’s firewall

Even back in the early days of SS7, there was no “KEEP HIM ON THE LINE” nonsense. Nowadays, it’s an inquiry in the right portal.

Try buying a burner phone these days. Every transaction is on video these days. The phones have to be scanned to activate (and log) the sales.

Remember 911? They even had those losers on video buying the razor-knives, and that was how many years ago?

And the authority’s know exactly when and where that phone was purchased...even if you use cash.

They then review the security camera footage from walmat, and get pic of your face.

Or, failing that, they review other security cam footage of the parking lot, or any other camera within a 1/4 mile, and see what can you get into...and they have your license plate.

I’ve given this some thought, so here’s some additional precautions I would recommend.

1. First, go to a store and buy something with cash where you get enough cash back in change to buy the phone. Wear gloves, and do not allow the cash to come in contact with any of your DNA. Put it a new plastic bag. Keep it there.
2. Use an old car with no modern electronics/GPS system that can be tracked...make sure you park a few miles from the store well out of any camera coverage.
3. Enter the camera coverage area from a direction different from the location of the car.
4. Wear all black shoes, pants and long sleeve hoody, with hood up, with no markings on them.
5. Wear black mask...the pandemic, don’t you know.
6. Wear dark sunglasses and gloves as well.
7. Get phone, pay with the clean cash.
8. Leave the camera coverage area in a different direction than you entered from, again, not in the direction of you car.
9. Remove battery from phone ASAP.
10. Never put the battery in the phone within 5 miles form your house, or any location or modern vehicle that might possibly be associated with you, or someone you know.
11. Go to remote area, use text only, or computer generated voice.
12. Dispose of phone in any large body of water that you can access without being in view on any cameras.

Only wild card here is satellites, but really not much you could do about that. You just have to hope they are not already on to you, and have already dedicated a satellite to track you.

My first thought is that sooner or later the police will stop responding assuming it is fake,... nobody will respond and the perp gets away.

I have seen sophisticated burglary rings that strike when there is a violent thunderstorm in the wee hours of the morning. A violent thunderstorm will trigger burglar alarms, and police know it. They are disinclined to get soaking wet checking out business burglar alarms during a thunderstorm, because they know full well that your average thief is not out in the rain.

LOL   I was one of those guys in the early days of SS7.

Troubleshooting data packets of voice connections was more interesting than the old analogue days.   For years we just had analogue channel banks in and out of a front end digital switch.

I would agree with you if she had been in her DC home. But her home-town cops showed up and they love and protect her. Somebody called the local police — probably from the Kalorama area of DC.

All that monkey-motion just to spoof a 911 call? Since the Wireless Communications and Public Safety Act of 1999 (Public Law 106–81), it's been mandated that all networks and phones have to be 911 capable whether they're account activated or not. Even without any SIM card installed. A clunker from Ebay, a garage sale or thrift store or inactivated stolen one will do, as long as it will power up. Best would be the type that will allow the battery to easily be pulled to keep them from continually pinging location. Prankers have been using those sort of phones and tactics for years.

Oh Gee, the statue from Bennie Mousolinni of Italy. Gave it to Rome, Ga. Then ww2 happens and Rome, Ga. Took it down. Ww2 ended and they put it back up. The new high school named their sports teams The Wolves. An ultra ugly statue. The town does have hills.
